I would think that if the ship has no power at all, there would be no gravity. But I guess that would make it too difficult and tedious to do the start-up sequence.
So that is a planned feature actually, but gravity is a ways down the pipe. The dev has said he wants specific parts of the ship to be able to lose gravity if this areas lose power. Even while it remains operational in others.

I pledged a small amount on Star Citizen many years ago, and eventually pledged more when I saw a real game unfold with numerous different ships you can buy and space combat and space stations with shops and weapons vendors you can buy from and planets you can land on with cities that contain full on transit systems in them.
