elma has been revealed to be much more powerful than tohru, but believes tohru to be her equal because, whenever the two compete, tohru cheats and elma never catches on.
From what I gathered about their abilities, Tohru is a mage like dragon while Elma has more physical might. So in a battle of pure physical ability Elma would win.

Elma has got to be my favorite in dragon maid (oh I believe it's in Kannada dairy, Tohru and Elma go skating with Kanna and saikawa. There the two bicker so much that they don't even notice how awesome they are as a skating pair. Kanna takes pictures and shows them to Kobayashi who's all like "oh ho ho heh heh")
Kanna and Saikawa are there in one story to be looked after by Elma during a street carnival, and the two younger girls try to keep Elma from giving in to "the munchies" by acting like kids needing Elma to play the responsible adult for them.
She's my favorite, just adorable and a foodie.
She's a very lovable character.

that faction doesn't exist to protect humans, it exists to exploit the fear humans have of the chaotic dragons for their personal gain.
Often times accepting human sacrifices. Elma is actually an odd member of the Harmony believing humans and dragons can peacefully coexist as friends. This became rather apparent when meeting Elma's Grandma.

Her issues with food (and by an extent, any sweets) is her ultimate weakness, after all.
Her shirts have all sorts of words on them, it is not just "eat". Which, apparently, is a thing in Japan, it is fashionable for items to have some random English word on them that often does not make sense and sometimes appears bizarre given the actual meaning of the word used.
Elma was my first favorite character in this anime. Gosh I love elma so much. She may be a basic power dragon in the anime but she will be loved forever.

Technically She didn't interfere with their fight she just protected the city
She didn't interfere actively, but it was a major intervention anyway because it allowed Tohru to unleash her full power without having to worry about the safety of Kobayashi and the entire city
