What if they are stuck half way down and won't lift up or down.. and only side of the string attached to the spring is extremely tight and the other two are loose?

Any clue why when I turn the skinny handle to open it close the blinds, the mechanism pops after every full rotation.

I am still having another problem where the blinds don’t stay up all the way-they drop about 1/3 the way down when I attempt to raise all the way. Can you help me fix this please?
