Monoma is actually a pretty cool character. He can be irritating in the same way that Mineta is - cringey comic relief - but he's actually just very insecure because people told him all his life that his quirk was never going to let him be a hero. The dude can basically double the strength of any team's most powerful abilities, and swap to others when needed.
Easily top 3. Not only does he have a strong and useful quirk, he also is very smart and analyzes things quickly. I would put him, Vinegirl, and Tetsu in the top 3.
Juzo is waaaaay too low on this list. From my analysis, this is how I would rank the top 5 1B students 1. Kendo - kendo is far more powerful than we give her credit for. Being able to bend Tungsten like that is no joke. Plus she seems to be the best at leading a team. 2. Monama - Monama's biggest problem is that he suffers from somewhat of an inferior complex. If he gets over it, he would make a great hero. 3. Tetsutestu - This one was hard. I either go with brute force or clever planning. Since we are talking about strongest, testsutestsu takes the cake. 4. Juzo - His quirk may seem weak, but with the ability to trap his opponents and making an easy escape route, there is a lot of potential. Just need some more physical training. 5. Ibara - Controversial maybe. Not really. She was duped by Shinso, without whom she might have single handedly won team A the match.
How is shiosaki not on the list, she was originally supposed to be in class 1A but the author had trouble drawing her hair (which is honestly understandable). And she also beat kaminari in the sports festival.
Juzo is the strongest overall Class B student (Monoma is my favourite character in the series but Horikoshi screwed him over for Deku's character dev) you are judging them just by their performance in the battles, that's not right because take Kirishima for example, he is one of the strongest Class 1A students but he performed terribly Imo, the top 10 are: 1- Juzo Honenuki (strong quirk, very intelligent, flexible, trusted and respected by his peers) 2- Neito Monoma (op quirk, incredibly intelligent, master strategist, huge asshole) 3- Testutetsu Tetsutetsu (one of the best hand to hand combattant in both classes, determination, heat resistance) 4- Jurota Shishida (physical strength, animal senses, intelligence) 5- Setsuna Tokage (unique quirk, leadership qualities, trusted by her peers) too bad she was used for Bakugou's character dev 6- Itsuka Kendo (strong leadership qualities, intelligent, trusted by her peers, mediocre quirk thou) 7- Ibara Shiozakii (extremely powerful defensive quirk, dumb as a brick) 8- Sen Kaibara (Very strong quirk, hard to make contact with) 9- Shihai Kuroiro (when there is dark, he is unstoppable, scheming personality can let him mess with people's minds) 10- Poni Tsunotori (very flexible quirk, can be used for attack or rescue or mobility, people just underestimate her because she chose to force a draw) Komori Kinoko has a very dangerous quirk, but she's basically useless phyiscally

I feel like kinoko Should have been at number 1 because to be honest she really has no weakness and yeah you could say one of her weaknesses is cold temperature but there are mushrooms that grow faster and better in the cold than the warmth and another reason she should be in 1st is that she could kill anyone within seconds of placing a mushroom in their windpipe and then imagine if Kinoko had went to Gunhead for the intern she would be busted so if she crosses by some villain's she'll use martial arts on them (But she wants to be a celebrity hero which sucks:/ ) Edit: Also, another reason Kinoko should be 1st is that she is able to overwhelm the enemies just of how fast her mushrooms grow and too be honest if suneater and kinoko were to verse kinoko would win because of how fast suneater gets terrified and she would be good for ambushing the villains because it says " She is able to produce spores that can generate hordes of mushrooms in various, unexpected areas to surprise and overwhelm her opponents, as well as provide a smokescreen to simultaneously obscure her opponents' line of view and conceal the presence of both herself and her allies" which is Hella strong so Kinoko deserves first
