The extreme birth rate problem in the Philippines has more to do with it being a Catholic Country and the Catholic Church being against Birth Control, and the Church knows it because years ago when the current Pope went to Manila there was talk about where he would say that it's ok for women there to use birth control to help get the birth rate under control which of course he didn't.
