I don't call that rinsing the sponges is still sudsy

It depends. If it's the first rinse, its obviously sudsy because of the left over cleaner in the sponge and the water creates more suds. Some people do one Rinse but if they do multiple, the suds start to disappear more and it actually becomes rinsed out
