A report needs to be written on what went wrong in the Tapas project so the same situation is not repeated again. To me it looks like a failure of management not paying close attention to requirements and timelines. The management seems to have fallen asleep along the way. The project is not of high complexity and innovations seem non-existent. i.e. no SAR, no high altitude lidar or bathymetery, no automatic stand-off target acquisition and weapons delivery, no mesh network control, no SEAD, no EW, ECM or ECCM, no aerial refuelling / re-arming, no persistent stare, no nothing --- nothing was developed that was of significance ! Yet failure to deliver occurred. Even if Archer-NG is successfully developed, it will be an uphill task convincing the military to purchase anything other than foreign drones which already fulfill its needs.
