Russia is clear leader and is armed with Avangard ICBM based, Kinzal/dagger air launched and Zircon ground/ship launched hypersonic missiles first mentioned by Putin back in 2018. Why no other country managed to develop anything close to Russian technology. It is all in state of art physics of new materials and exceptional scientific knowhow in propulsion technology. After multiple failures US has no plans to developed Russian Avangard hypersonic glider analog capable of Mach 28 speeds.
