  • Over the last few years, rockets have gotten cheaper and satellites have gotten smaller. Because of this, SpaceX has started their new Rideshare program which allows smaller satellites to go to space for a much lower price.       Maybe 250 Satellite instead of 400 Satellites that was the original plan,, the empty storages is for Rideshare Sattellites which they make more profit.
