It's not common to have a longer back half-length measurement for adult female because of the bust, I will recommend you watch videos on body measurement to be sure. But, if you're certain this is the case for you, then, your pattern has to be creatively adjusted to suit your body, try creating a side dart on the back pattern to take in the excess, you also won't need a bust(side) dart on the front pattern. Let me know if this helps.
There may be an error in measurement or estimation of the chest line as the bust naturally peaks below the chestline, you may want to measure the chestline manually rather than using the calculated estimate.

Do you mean 8.5? I used the shoulder width as an estimation, so 7.5, but remember the 1" shoulder drop, that makes it 8.5. I hope this is clear enough.

Well, it depends on the body structure of an average person in a geographical location, even within an area, it can still vary, but not enough to cause a fitting issue. If you want to be exactly accurate, your best bet is to create a toile, then alter the pattern for that individual if you experience any fitting issues.

Yes, that can happen for a busty plus size. Once you're sure of your body measurement, your good to go.

I always add half an inch seam allowance to the armhole so it doesn't become tight and uncomfortable.
