Would it be possible for the State of Texas to develop a regulatory agency to license space travel from and to Texas space ports? Such a state licensing agency would override FAA under state’s rights. Call it the Texas Space Flight Administration TSFA.
Out of curiosity, when an airline buys a new plane, or an airplane company builds a new plane or engine, does the FAA make the companies conduct research to make sure wildlife is ok with the new looks and sounds? Or when an airline adds a new route from airport to airport, do they make the airline conduct surveys to ensure the new route doesn't impact wildlife? Maybe they do and I've just never heard of it. I mean, we've seen bird impacts on planes before, has the FAA ever pulled an airport's license for two months while they conducted bird research? Maybe they just cut that part out of the movie Sully.
