It's done with textures, and unity particle system. You'll make the texture in Photoshop or Gimp, then adjust the color, rotation, speed, etc in unity. Attach these to the model you have created in blender (the other person suggested) and then write scripts to perform the effect when you want it to. None of the effect work has to be done in Blender though.
