I thought I'll add some details: Our water meter is about 6 to 7 feet from the road. There was an issue half-foot beneath the valve, that's between the road and our meter. Water was bursting out from the soil. After registering an online complaint, we called 1916. After few more calls, as it required urgent attention, we realised KWA section cared nothing! Again the 1916 customer care person gave us the news - basically, from the point where the pipe turns into our land from the road, their responsibility ends! Call a licenced plumber and get it done. Maybe what we understood so far was wrong, that they'd be responsible until before the meter.

There are a few questions regarding this. (1) Is it legal to connect some customer's equipment before the meter in the line ? (2) What if that ball valve leaks ? Water also will be leaking through that. Of course the meter will not record that but considering that water is a very valuable commodity (and is going to be more valuable in the future) , is that a right thing to happen ? Or hw do we safe guard against that ? (3) The flood situation like someone has mentioned below. Is not there a possibility that the potable water will get contaminated because of leakage through this mechanism ?
