The current copper network isn't resilient enough any more, can't be maintained and will eventually fall over so switching away is key to safeguarding those who rely on landlines. Broadband is more resilient but isn't doesn't have it's own power supply so telecoms companies are providing products to provide continued service during power outages. The biggest risk is to those who use care alarms so local councils and care providers need to identify these customers to phone companies so they can ensure they are properly catered for when the time comes to switch.
