I did this and put the pulley back in, tightend the bolt up and its super stiff to pull

I have two for my 80cc bicycle engine, im ready to pick up drinking,, ive tried for two months, the drill way, everyway,,, driving me totally nuts, at 18 bucks each, guess im stuck buying a third :(
