I think he got the idea for the exterior after researching WRH, as one would do in a project of this magnitude, inevitably watching Citizen Kane, in "The Famous Last Words" scene, there's a long drawn out shot of an old chain link fence ironically mirroring this very design. He's also left with an image at the very end, as the bedroom windows in the "Rosebud scene" carry the same design! Obviously it could be a coincidence, or it could be an unconscious influential factor.
