Purusha is not a person here. It is the phenomenon of Brahma Purush or the Purusharth of the cosmic. It is the manifestation of Virat - the cosmic being (not earthly). One which has no body but pervades all living and non-living things, conscious and non-conscious. Lord Shiva and Lord Vishnu is one with the cosmic energy, so we can safely assume them as Purusha for the sake of visualizing Purusha as an entity. Surely Purusha is not only an entity, it is a unexplainable in words.
