I have been a Commercial Aquatic Herbicide Applicator for 30 years. Diquat is the wrong herbicide. Waste of time & labor. You need to have a translocating herbicide that goes into the roots. Spray cattails in the early to mid-fall ONLY-not any other time of year. Use Aqua Neat aquatic herbicide mixed with a non-ionic surfactant like Cide-Kick. Use 4 oz. of Aqua-Neat per gallon of water and 1 oz. of Cide-Kick per gallon of water. Spray on early, sunny morning. Wait for any dew to dry off leaves. Spray to wet but not dripping.
Creeping primrose is extremely aggressive and is considered an invasive aquatic weed in most states. Roundup or its' generic equivalent mixed with a non-ionic surfactant is very effective at taking it out permanently- and much cheaper that Diquat. Pulling it is a waste of time and effort. I've tried Diquat like you did and it knocked it back to brown but came back with a vengeance two weeks later.
Use Clipper aquatic herbicide on the creeping primrose. Use 1 oz. per gallon of water. add 1/2 oz. of spray adjuvant like Cide-kick. Any non-ionic surfactant will work. Product hurts nothing in pond. Degrades in a few days.

I had a ton of primrose on my pond this year. Was worried about spraying the pond. Everything turn out good with yours?

Muskrats will cause a pond to leak. On a side note... muskrat taste GREAT!
