Drinkable gives the effect at its max while throwing gives you the health based on where the potion lands

The robed guy's got a point. Mining straight down can be effective, but only with the proper equipment. I do this by placing a water bucket in the space that I'm about to dig out, and then I dig out the block beneath me. That way, water would pour over a lava pool that I would otherwise just plummet into. Try it.
