Most policies and acts, pre 1960s, were done locally by local govt, local organizations, local churches, and ones own neighbors. Consider the collective responsibility adults had when disciplining one child. The principle, teacher, and ones neighbor spoke to (and spanked) the child, effectively being mentors. Furthermore black businesses were successful (regardless of segregation) because of the local minded thinking of their neighbors. Everyone invested in the business as opposed to giving their money to outside businesses. Even during Booker T Washington's time he was able to persuade white people to invest in black business for benefit of the peace and prosperity of the local town. Now we have outsourced and subsidized all responsibility of policy and responsibility to the federal govt (which constitutionally should not and does not have that power). Not only does the outcome of the 1960s advocates given us a false expectation of govt but also took away the mechanism that created character and community (local responsibility).

To receive a monthly welfare cash benefit, the family had to have an absent parent. The destruction of the intact black family turned out to be the unintended consequence of terrible federal policy. However, I'm not convinced the consequences were unintended. The black businesses had survived for over four decades before the Civil Rights Movement i.e. 1920s to 1960s. The Tulsa Race Riots or Massacre happened in 1921, by 1925, blacks had built back their neighbourhoods and businesses. It was the Civil Rights Movement's insistence on integration that destroyed the black businesses.
