Yeah, joined late so I was lower than 26 when mona got her story quests, so when others did the quest they knew mona, but I did not do the quest yet, so I had not met her at the time, I was a little surprised and confused when the dialogue was different for me, and now I just think it’s another cool little thing I’ve come across in my time playing genshin

Okay, so apparently if you haven't done Mona's quest yet she had a different dialogue, and by different, I mean we just say that we've never heard of her and that she just skips straight to the "Astrology is an ancient and mysterious art' part when greeting us.

The English voice of Fishcl is great, especially when using her burst, the Midnight Phantasmagoria is better than the Japanese version. I just wish i can change her voice to English, but keep the rest of the character at Japanese.
I also enjoy that they try to do German pronunciation for those words of hers in the English voice acting (though I couldn't comment on how accurate the pronunciation actually is), something that's lost in the Asian languages.
