In addition to the books, boardgames etc we keep stored for power outages... we also have a few electronic games that can be played without internet... as long as there is a way to charge up a device (which we do have through solar and a couple other options)
This couple months i have been downloading a lot of stuff on my phone i have try to turn off every internet connection to see if it still works and yup they work i have downloaded games movies i just need to buy a usb to load everything in there and download more stuff
A USB key with TAILS OS (portable operating system) is a must have. And for games : A raspberry pi 4 with a SD card turned into arcade console where you downloaded your games before world go sh** This boy don’t need much electricity itself (~5-10w), the monitor will sucks much power.
Google maps would be useless but to your point. USGS can be used to download Ortho rectified imagery and maps. you can also get a cheap external GPS antenna for your tablet/computer.

@@TheDigitalPrepper wintak/atak was a good suggestion though. Even in the same vein, BlueStacks can be used to able to use android apps on windows devices. Apps like OSMand+ are more useful offline than Google maps.

Minecraft has a way to play offline, and its fun even if you are alone. You have to create a single player game, play it for a minute, then designate it as an offline game in settings.
I think we need some plan for the SHTF scenario of if we could; shouldn't there be a way of using short wave antenna for sending some small packets of email or something that to have some form hacking a short field of internet for the Zombie Apocalypse. There has to be a way during an event like that, some form of short-wave internet through some form of antenna use should work. Correct if I am just wrong but we should have some preplanned hack for that.

Vlc and libre both work on Linux. You can download all of these now and keep them in cold storage or if you have a spare laptop go ahead and convert to Linux and set this up now.

Your suggestions are great. As a HAM radio operator, there is another set that is needed to communicate in an emergency.

But what about linux... I'm planning to move to linux but most of the programs are needed to be installed online...not like windows exe.
