  • It's a question as old as time. Who is the best faction in Fallout?
As the courier explores the Mojave Wasteland and the New Vegas Strip, they will go on to explore all of the different factions who want to take over the land. But as they help people out on their quest, they will ultimately have to decide what faction should take the reigns and rule the Mojave Wasteland.
So in this video we explore all of the factions that possibly could take over along with their pros and cons and give you my view on who I'd pick for the main faction.

The sad thing about New Vegas is that the game was far from finished. The game is huge and they made it this way because they had huge ambition. They wanted the game to feel massive and they meant it. However due to time constraint they had to release it much earlier than they wanted. And thus many factions and parts of the game were left rushed or neglected. If New Vegas got the time it needed to be complete it might have been the best game of all time. The Story was there, the gameplay was there. But it wasn't complete

I personally prefer House. Sure, he's an autocrat, but there's room to maneuver. He gives you every luxury he has and, if you have good Karma, the player is told that the courier ensured that House was fair to people. In terms of values i align with the NCR, but House it the most competent person to rebuild the wasteland. Create the conditions for a better life faster than any other faction. Besides, there's no real descrimination. As long as you're a potential customer, he couldn't care less what you are.

Well I typically side with NCR, House is probably the best since House neither suffers from being a democratic capitalist Republic and neither suffers as an authoritarian fascist Empire, he's corporatocracy city state whose power and wealth relies on the success and flourishing of his people and being that he's immortal, his ruling of New Vegas would be long lasting and fruitful whilst all the over options are destined to failure, the funny thing about city states is that they never collapsed, but simply evolved beyond their borders which lead to countries like the Legion and NCR so unless House becomes an expansionist, his rule over New Vegas is the best option

When I choose the independent ending I imagine a Mojave Federation. All the settlements would be semi-autonomous with New Vegas at the center. The Courier with the help of Yes Man would act as an executive & be mostly hands off outside of Vegas. Trade between settlements would provide all needed essentials. The Courier could be a 3rd party arbitrator in any disputes. Conflicts or threats would be handled by the securitron army. A good relationship with the NCR would be necessary but they’d have no military installments beyond the Mojave Outpost. All in all I don’t think the Courier & Yes Man would have to act as the sole rulers of the entire wasteland. Most settlements would thrive on their own and provide The Strip with plenty of customers along with the NCR citizens from the West.

I think the most compelling argument against House, is the fact that, because he is just one person, he can't conceivably govern every single person or event in the Mojave. We already know from the base game that there are huge gaps to his knowledge. He didn't know the White Glove Society were becoming cannibals. He didn't know about Yes Man. He didn't know about Benny's plans. He didn't even know about the Omerta's plot with Caesar. And the families are literally across the Lucky 38. So while Caesar has his Centurions and Veterans to oversee the towns and tribes he conquered. And NCR has it's bureaucrats, politicians, and local governments. House has no one but himself and the backstabbing casino families he's isolated from. There's a reason the nickname for House is "Not-At-Home".

House didn't seek out Hoover Dam as he lacked a functioning society to draw in to the Strip. Before the NCR arrived New Vegas consisted of backwards tribals, cannibals, and raiders, none of which would have a desire for casino gambling or drunken escapades.
Immediately upon seeing the NCR he sprung into action, convincing them to both activate the Dam, and give him 5% of the power, he also whipped three tribes into civilized employees, which I think is rather impressive. With this in action he now had an economy (had he used the tribes he'd just be using essentially his own money to gamble in his own casinos) to siphon resources off of and could now put his plans in motion.
Furthermore, I believe the NCR is very much susceptible to the flaws you fear House succumbing to, House himself is an example. House might be in the way? Kill him, no negotiation, no trades. Remove him. Just like House and the Brotherhood. While House MAY become corrupt, the NCR IS corrupt. And just like House's penchant for gambling, the NCR gambles every election cycle on whether they get a capable leader.

A few counter points against your stance on House:
    1) He didn't gamble on 1 courier. He had multiple couriers carrying duds and decoys. The entire ferrying of the platinum chip was made as safe as he had the power to do so. He gambled later on, sure, with the decision of the player, but it was less of a gamble and more of a "Here are all the reasons why you SHOULD side with me. Here's my argument. I trust you make the right decision." It's not that it was a gamble, it's that House couldn't conceive of his own failure. In some ways that's better, and in some ways that's worse.
    2) With mankind's culture and society basically having the "reset" button pressed by the Great War, they are culturally going through the entire course of human history again. That's why New Vegas is so "unique" for all the Fallouts. It throws almost every type of conceivable, justifiable form of government at the player and let's us choose what we feel is the best course for the Mojave. Each form has a pro and con, like you stated. However, House raises a valid point on his comment of Democracy. In the Fallout Universe, democracy led to humanity's near extinction, because corruption rotted democracy. House's entire point is the argument that putting power in the hands of many at the same time, leads to more rampant corruption and infighting. Yes, a singular person also can be subject to this, as absolute power corrupts absolutely, but in House's case, he's unable to benefit from any of that so called corruption. What more does he honestly require? He can live forever already if we don't disturb his pod, and with not being able to leave the pod, corruptions of the flesh are meaningless to him. He's entirely fueled to the resurrection of mankind as a whole, and escaping the irradiated dirtball of man's folly. He's taking a viewpoint, much like Spock does in Star Trek. The needs of the many outweight the needs of the few. He's looking at the long term goal of getting humanity back on track and free of its past mistakes. Yes, that may mean sacrifices to those that oppose House, however it is not like any of the other factions are opposed to eliminating those of different ideals either, and this is the point I think many miss. The NCR will fight others just as much as House does. Same as the Legion. In this one, unique set of circumstances, I'd pick House over any of the others because with House, there's a clear end game in mind. Industry, society, space exploration.

House could've saved any city in the US: Pittsburg, Detroit, Boston or Chicago with their flourishing industry, the highly technologically advanced New York, the populated Los Angeles, the strategically positioned Washington DC. All of them would've made for a really fast technological revolution, given how they could've produced all the resources they needed on their own, but no, he chose the only city surrounded by desert, that needs to import everything he chose Vegas, because gambling would give him way more money, also, have you payed attention to the fact that every faction that's against the NCR accuses them of corruption except for Mr House? And how could he, he's not immune to corruption, he IS corruption. He's not a hero, nor does he want the best for humanity, he clearly states that his genious master plan had only a 1% chance of success. Mr House chose to protect Vegas because he was a local and had always admired it, as he himself says "It was a place of splendor. As magnificent as today's Strip may seem, it's but a shadow of the neon paradise that was Las Vegas. I grew up not far from here, and though I traveled the old world extensively, I never found another place like it." Furthermore, in Fallout, Vegas was home to many a great people and high-tech project, REPCONN, Helios One, or even his own Robco, and "surrounded by desert" was not accidental either, as it made it far more feasible to protect, being away from large(r) and/or military targets, still Vegas and its surroundings were targeted by 77 nukes with Mr Houses defenses deflecting 70 of those.
Robert House also "did not bet all on one courier" as this video claims, hes far more intelligent and effectively the best choice for the Mojave far as im concerned (made potentially better depending on couriers karma), even if i don't agree with everything out of him.

Some may argue "independent/ Yes Man/ Courier" ending, but the truth is aside from the fact the Courier has little to no real diplomatic experience it could also be said the fact the Courier is Mortal and wont outlive House to be able to see society rebuilt so therefore can't mediate everything during the Mojaves reconstruction. Going through everything all over again, just with some people having experience in some things already. So you have to think, back then no one had experience, and yes I know, your character could eventually fall for human desires, and also die, unlike House so long as he's left alone in his pod. But sometimes the best is also the worst possible outcome, you never know what someone is truly thinking, they can say whatever they want, do whatever they want, but once they get what they want everything changes. I don't like the whole Slavery or sexism of the Legion, nor do I like how the NCR's attitude is in some areas, and as for Mr. House, idk, but I personally don't like the idea of having an army of robots, not even with Yes Man. House has same very valid points, and some good ideas, but just cause he says that's what he wants, is it truly what he wants? Or is it just his cover to be the person in charge?

I personally feel like House is the best choice, especially since the Courier effectively becomes his second in command.
Even if House were to go power mad in the future, the courier can always at any time remove him.
This is pure speculation of course, but I think that with House taking the Courier under his wing, the Courier could really learn more about leadership and grow to become a true leader. Unlike the Wild Card option, the Courier could actually grow into the role and be there to fill the void should they ever need to remove House. We already know that Yes Man is effectively an eternal being, so he would always be around as a back up plan even after the game's ending.

@Tango Crunch Well that's the thing. Unlike House, the Courier works with others. Under ideal circumstances the Courier befriended factions like the Followers of the Apocalypse or even joined them, and also fostered positive relationships with Freeside and other communities outside of Vegas.
In this case the Courier would likely ask for help running things, since they don't have the grip on things House does (Being directly linked into the systems).
I do not believe the Courier can handle running things with only Yes Man at their side.
For any of this to work, the Courier would need to have the very best possible outcome for the House ending with as much positive reputation with the NCR and non main factions as possible.
Even then I'd expect the NCR would turn on the Courier as soon as House was out of the picture.

With regards to the independent ending, I feel like there could be more to go into it, with the potential for it to be a coalition rule. However the end result would involve the small amount covered and what the shown ending would be.
This would almost be a video in itself as this would require a breakdown of the even smaller factions of NV, namely the Vegas gangs, the Followers of the Apocalypse, the Khans. And at the same time, it would require still having the breakdown from the factions in this video as some of them (but not all of them) could theoretically be included (NCR and Legion being obviously mutually exclusive with each other, and House being mutually exclusive with the ending).
It also would have to take into account the Courier themselves, and *this* is a whole mess because that involves a deep dive into what they were doing in the Divide, if they have any leadership skills, and honestly... what sort of courier the player even built (this would likely need to be an abstracted as "what if this high/low", as trying to do every build with stats/skills/perks/karma would be madness).
In the end, this video would be pretty chaotic. Which is fitting, given that even if the courier could be successful, it wouldn't be without chaos, as it involves kicking over the status quo in a big way right when a war was brewing. So good option or bad option, there'd be chaos first regardless.

With the mercenaries being sent to Jacobstown by the NCR with full intentions of attacking if not for the Courier, I disagree the NCR is as open minded as claimed. For a freedom loving society they sure love to basically colonize even while they’re resources grow thin and the forcefully conscripted young pile up dead. When a war hero, Hanlon, becomes so disillusioned with the NCR and their handling of the war that he deliberately sabotaged the war efforts to attempt to convince the bureaucrats to put an end to things, that’s just sad. Funny enough that people say the NCR have the best intention for the Mojave when asking the actual native people of the Mojave, they do not agree with sentiments of resentment range wildly. NCR have even been allocating more water to their farms and bases while farmers and people that have lived there their whole lives are getting less water and have to relay on gang run water pumps or ‘stealing’ it from the NCR, that’s laughable stealing the only thieves in that situation is the NCR. I saw a documentary that really made Caesar's comment on the tribes "playing at war" make a lot of sense. I believe it was New Guinea, but that's not really important. Two neighboring tribes had an unending blood fued where they'd sneak into each other's lands in search of someone to murder in retaliation for the other tribe doing the exact same thing before. After a body is found the two tribes would meet at a hill separating their land. There the two groups of warriors would gather into two opposing mobs. They'd run towards the other mob, chuck a spear, and run back to their mob. It was like a game of dodgeball but with hundreds of players and throwing spears. During the documentary there were no deaths and not very many injuries. Once the men got tired they'd go home, not to meet for battle again until inevitably a new murder was committed in retaliation for the last.
This really put the quote into perspective. There were no tactics, no long term strategy. It was little more than a game where points are accumulated by killing someone. Not in large numbers, just a kill here and there.

Why could and independent Vegas work considering some of the alliances you could make along the way?
It just didn't make sense to me. Utilizing Yes Man you would have a solid internal security force that could easily become a military should the threat become dire.
The Boomers had the potential to protect one area, the Great Khans another, and Jacobstown a third. You had 3 groups that could operate on their own but also contribute to the overall safety of the area.
What really bothered me was the failure, at least in my eyes, of Mr. House. All he cared about was that damn chip when, for 200 years, he allowed the area surrounding the Strip to suffer. Freeside could have been a great place but he could care less and the only people to give a crap were the Followers. Two hundred years to try to clean up and rebuild but nope. Why didn't House help freeside? He can't, that's why.
The securitrons he has only enough to protect the strip. He can't rebuild from nothing. He can't establish order in freeside even if he wanted to. House has to struggle for 61 years just to make the lucky 38 and the securitrons function in lowest performance. He has to wait for many years later to find a functional society to build new vegas on. New vegas and House aren't politics, they are businessmen. They have to have the fund, the power to fuel their plans. While he said he rebuilt new vegas, he didn't mean from 200 years ago, but only less than 2 decades ago when the ncr came to the Mojave, when the families discover the strip, when he had his system good enough to be online. Even then, he still can't do much. The chip is the key he need. It wasn't for the robot army, the robot is only a fragment in his plan, it only the army of new vegas. The chip contains the Mk.II OS systems for his entire system, from the securitrons to the lucky 38, from the control of the substation to the hoover dam. With the strip, finally, vegas has its army, its power, its own seat on the power table of the Mojave. After the All or Nothing ending, House finally has the force to fully control and reform freeside, to start his plan. House doesn't want to recreate a government, he want to rebuild new vegas, to continue his process to sent mankind to space. To do so, he will sooner or later rebuild freeside, rebuild the industrial empire he once had. And other will also benefit from it. He maybe an autocrat, an almost heartless person, but he is the only one who want to move forward and rebuild, not just hold then wait-and-see like the ncr or go all the way back like the legion. Morally, I don't agree with him about some of his opinions, but logically, he is the only one who actually can do something for the Mojave, it's going to be a long run and maybe slow, but the results are promising

For the most part this is a great video. The only reason I say "for the most part" is because you leave out the Courier and Yes Man. Personally, that's my go to. The NCR has proven untrustworthy, in part due to widespread corruption, and they're already spread too thin.
The courier and Yes Man team on the other hand, has the ability to continue the use of their robot army, as well as recruit from the surrounding tribes. They also get the option to have a council leading the Mojave rather than just themselves or even just getting ideas and advice from the Followers. The NCR has too many problems to be considered a worthwhile solution to the Mojave's many problems, House can easily become a dictator, Caesar is already a dictator, Enclave is authoritarian (even if not a direct dictatorship), and the Brotherhood has been weakened too much in the region to be able to hold the Mojave.
The only true solution to the many problems of the waste is to leave the courier in command.

    • @chazblank2717

The Courier and Yes Man are the only ones capable of reaching a peaceful solution with the Brotherhood. Since they’re pretty much doomed no matter what, this seems the best possible route for dealing with them in a stable long-term way. The weapons they have stockpiled are of little actual use to them since their numbers are so low, but they could still drastically alter power structures in the area if they ever got out of that bunker. Which is why their fate isn’t actually as inconsequential as you might think at first, I mean nothing ever is in New Vegas.
More so than just deciding the immediate fate of New Vegas, you’re also deciding who will be in the best position to inherit this hoard of advanced technology and weapons. And if the courier is on especially good terms with the Brotherhood, over time this could be very advantageous to the region you govern as well… as Cap would quip, “the safest hands are our own”
Anyone saying Yes Man is the “neutral” ending are only half right. Yes Man is completely neutral, no doubt about it. But by design, the player character is literally the only person in New Vegas who can actually change their morality. YOU decided the morality of the Yes Man ending, not Yes Man.

    In regards to Legion:
A lot of people forget what Cesar talks about, specifically what happens after NCR is defeated and he rules the west. He believes that a synthesis will occur, converting the Legion from a band of warriors to an military dictatorship giving civilization to the wasteland. A lot of the theories about Legion devouring itself are based on the belief that this synthesis will occur. Obviously if you don't believe that will happen then Legion is wrong, but if you understand what Cesar is saying you can understand he is not as shortsighted as other factions claim.

When it need to give freedoms and liberty to survive, it did so to stabilize the government. It also took centuries to grow in size, not in rapid succession it has to control with brute force.

That's my preferred ending as well. With the major forces of the mojave allying with the NCR, the courier can basically take a lesson learned from Ceasar; Making something new from the collective parts of the few.
The NCR has good values mostly, but the corruption and lack of ressources are holding them back. Both of those problems are somewhat solved by allying them with everyone possible. Plus, having the McNamara Brotherhood with Veronica in their business will keep the NCR from fully consuming the Mojave parties.
House is great, but House is too idealistic imo. He doesn't care a damn about the normal people trying to survive, he doesn't care that his three houses he allowed on the strip are basically the worst humanity can offer, he sees an endgoal and that's it. I personally see the NCR as the best pick, for one simple reason: cooperation. Since Mister House has no real interest in the wider world, the would probably be open to accept the NCR in the Mojave, as long as he can keep running his strip. If the Brotherhood gets a more acceptive leader, they could join in this alliance. The same could happen with the Enclave, althought it would be a lot less likely. When Caesar´s Legion falls apart, they would either be defeated or assimilated. This whole operation would most likely cause some bloodshed, but it has a solid long term perspective.

I've always thought that the ideal ending is: Mr. House runs the strip. The NCR runs the Mojave.
Mr. House is limited on the area that he can control via Securitrons, which is why he couldn't prevent the courier from getting shot. Even with the extra units and combat system upgrades, the range that he can control them is never really brought up, so that's assuming it's a limitation he just has to accept. He may expand into the greater Vega's area's (westside, freeside, north vegas) but beyond that, it's a grey area. Vegas seems to be all he is interested in anyway.
Mr. House has the courier work for the NCR, they are his best customers. Even if they are under his thumb when it comes to hoover dam, it's good for business to keep customers content, that means taking their wants and needs into consideration.
The NCR will continue to expand, taking more and more citizens under it's protection, with an alliance with Mr. House that becomes easier and it's citizens safer. So, even losing the dam to Mr. House, it's a long term gain for the NCR. Mr. House has the know-how, the technology, and the means to manufacture robotics, weapons, auto-docs, and technologies for food, water, and chem production, which he will happily sell to the NCR. This creates new facilities that need bodies to operate them, creating jobs for NCR citizens.
National debt, industrial military complex, and people pouring money into self destructive personal vices.
Even after 200 years and a nuclear holocaust, America hasn't changed much.

Legion. I chose the Legion simply because the Legion is the only faction within the entire game strong enough to enforce itself. The Legion is strength incarnate and weakness cannot survive within the Legion. The Legion has the stomach to do the hard but necessary jobs that weaker people would otherwise avoid and allow to grow and spread. The Fiends of New Vegas only exist because of NCR weakness. The Powder Gangers only exist because of NCR weakness. The Legion itself only exists because of NCR weakness. All 3 of these factions exist because NCR policies created them and because the NCR military failed to stop them. The NCR doesn’t have the strength to enforce itself nor does it the strength to stop its enemies. The NCR is weak and is doomed to fail. The Legion is the best choice because the Legion has the strength to survive. No one would dare attack the Legion because to do so would result in ones death.
