Is there a reason why the athletes sometimes spin before throwing the ball? Is it just to give the ball more speed?

Yes it's called a Rotation shot, the rotation gives you momentum which allows for a faster shot

yes it's for speed and they tried to hide the bell sound

I think it might help to trick the other team on the timing of the throw also.
