It goes off after everyone gets their +2/+0, which means not only is it permanently locked in now instead of until end of round, everyone permanently gets every random keyword generated by casting it. Basically, all your units are *granted* +2/+0 and 6 random keywords. I am, of course, exaggerating when I say you play it absolutely every time, but it is REALLY good.
