It was explained earlier that the stronger the opponent the more Goku pushes to the challenge and adapts to the power and matches/surpasses. This was also seen with Goku fighting Jiren in the ToP
Key factors on why Goku's able to match their fusion: • This is post Broly movie Goku. • Goku has far better mastery over his transformations and power-ups than Shallot and Giblet. • Shallot is more fatigued than anyone since he hasn't gotten any breathing room to relax. • They just recently fought Hit + Giblet doesn't have SSB If Shallot was at top condition and they fused off the bat, Shallet would've had a much easier time taking Goku down.

Jiren could've easily eliminated Goku after his first UI Sign, but after eliminating Hit, he deemed his presence wasn't needed to win anymore. I'm not denying Goku can't make a solo comeback like against Kefla, but against Shallet here, Goku was quite lucky that Shallot & Giblet didn't master their powers, equal in power, & at peak condition before fusing
They could have won against Goku without fusion if giblets form didn't take it's toll on him both twins need to master their new forms they'll get wayy stronger then
If this is Post Broly Goku SSBKK Goku, and Shallet is equal to him, wouldn't that make Shallet stronger than alnost everyone in DBS (Including Zamasu and Vegito Blue?)

In the manga(Even Base Vegito was giving Zamasu the work) and the Supreme Kai stated that Vegito might actually equal Beerus in power. We have also seen Beerus whoop a post T.O.P and post Moro arc Vegeta effortlessly in the manga. So yes, fusions are just vastly more broken and powerful than even the insane multipliers of the transformations.
