I don't have Exchange administrator. All I have listed is Cloud Application Administrator under Roles and administrator. is That a licensing thing? I am a global administrator.

I have not personally used KeePass but if it KeePass exposes certificate pfx file path, then it will work.
You would have to use this syntax :
Connect-ExchangeOnline -AppId ApplicationID -CertificateFilePath "PFXFilePath" -Organization "yourtenant.onmicrosoft.com"
