The modern depictions of Mecha Godzilla have him as a robot designed to be mankinds protector. He was bad in his earlier depictions as aliens were controlling him.

No. Modern or Millennium Mechagodzilla is a man made machine piloted by humans while Rodan has always been neutral.

The Mechagodzilla in this game is the Heisei variation, which was made to defend Earth from Kaiju trying to destroy it (The Japanese version has the Millenium variation)

But his attack damage was pretty high. Rodan was the fastest character but he had very weak attacks.
