Often times the actions of the HOA are dictated by 1 or 2 individuals that think they have more powers than they actually do. If the rest of their 'constituents' knew what they were up to they'd be trouble.

My friend came to welcome the new owner. Then NO revealed all his invasive plans for all “his” property. My friend was stunned & informed the NO that was her property. Both people became angry. My friend is a first rank lawyer. First she sent copies of all the relevant documents about the property to NO. Second, she went for a temporary injunction blocking any changes to her property. When it finally went before a Judge my friend easily won as it was her land. The NO was less than pleased.

WELL--------the jerk took out my battery, covered it in plastic wrap brought it out and replaced my battery. Thought all was good UNTIL I pulled out, drove home, went to bed, got up the next morning, went to church and my van died--2 of the guys had to push me into the parking lot to get her off the road. GRRRRRRRRRRRRRRRRRRR my new battery had 2 dead cells now and the one member said that the battery he sold me was the SAME exact one that he had removed as it was the ORIGINAL battery that I had when I bought my van. However when I went to pick up the car I couldn't even drive it out of the parking lot, almost no brakes at all! The mechanic checked but wouldn't take it on the road, just insisted everything was to specs. I called the local Nissan dealer (Nissan was a sort of rebranded Datsun) and talked to the service department. They offered to check it for free so I had it towed there. Long story short the 1st place had used specs for the 280Z sports cars as those were the only references they had, a far cry from the B210. Nissan fixed the car for free and helped me file the state paperwork for a claim against the 1st mechanic. Eventually that mechanic had to refund me and pay Nissan for the work along with fines. Yes that meant I ended up getting not only the work I went in for but extra work too for free as Nissan insisted on replacing extra stuff like the master cylinder because 'you never know when it will go out and parts and knowledge on old discontinued makes and models aren't always easy to come by'. I wasn't going to argue since they assured me there was no cost to me, they would write off anything the state didn't allow. I think the state law said something about making the car safe in regards to the system that was worked on. I also think they were just kind of excited to work on that model of car. I don't think they got the chance to very often as it was an economy model and not likely to be brought to a dealer where everything is more expensive, at least in the US.
