They were lied to and cheated, I don't just make up opinions out of my imagination but have actually researched them. I saw the interviews with the families who had been moved from the slum and they were not happy with their new accommodation. There were all kinds of hazards in these poorly built places, no running water, no electricity and all sorts of problems that made the places unlivable.
