am sorry but this passage cannot refer to jesus as he himself is also from the tribe of judah and the Shiloh obviously not.
Judah will have the kingdom. And Shiloh is the Ruler. This is Jesus. The God of Israel. He will be with them Forever and ever.

The scepter will be in the hands of the people who are members of the tribe Judah❗️ *Until* ❗️ Shiloh comes then he will become the scepter and it will take away from the tribe Judah.
