The numbers stated are at a lower threshold than it has been in years and will affectively be lower than what the bipartisan bill Trump and MAGA killed earlier this year.
trump spent 538B on his wall. It isn't working. MX didn't pay for it. He took money from the Coast Guard, FEMA and the Pentagon. They ended up re-enforcing the fence that President Obama had erected. He only added 70+ miles of new fence/wall.

There was a bipartisan border bill negotiated by Senator Lankford (R-Ok) that was the toughest border bill since before Ronald Reagan, it was the GOP wish list, and it was sunk by Donald J. Trump. As to how could Trump make it political when he isn't in office the answer is he wanted an issue to run on, and so he had it sunk by his own party members. In other words the Trump GOP refused to solve the border because they didn't think doing so was in Trump's favor.

Not sure which building you are mentioning, but in the video you'll see a grey-ish building that is the Eisenhower Executive Office Building and a red-ish building that is the New Executive Office Building. Both hold the staff of the White House, everything from the letter writers to the Secret Service.
