I think they're just following the mechanics for how you can physically attend the fansign events of TWICE in Korea, i.e. you need to buy a certain number of their albums and register or something for you to get a chance to be invited to attend TWICE's scheduled fansigns during their promotion schedule.
Also, this is a fanmeet, not a concert, and it's for promoting Oishi's snacks, so the "price" you need to pay is to buy Oishi's promo bags (for 300 pesos each) to get the promo codes for the raffle.
