Yes there is another recording on youtube with this raag claiming to be Raag Bilaskhani Todi.
This is Raag Palasi Kafi and is on the other side of the record.
Raag Bilaskhani todi is similar to Bhairavi, all komal notes. it should go Ascending SrgPdS Descending rndmgrS.

This raga is Palas Kafi which is a beautiful amalgamation of the two ragas Bhimpalasi and Kafi.
