question, if the new true north is on a intercard do you have to bait proteans on an intercard and then puddles on a card? or am i overthinking it

Yes that's correct! The puddles must be placed relative to the safe spots' position to ensure the safe spots remain safe. The simplest way to word it is that if the safe spot is on letters, the puddles go on numbers and visa versa.
