The overhangs are indeed new, yes. They let you build above buildings that aren't solid. They also let you build flashier aqueducts, assuming you can spare the metal. If you want to go even flashier, use impermeable floors instead of levees (you still need levees for the sides though as there are no impermeable walls). You missed a whole three trees from your cutting area. You can actually build a spiral staircase in a 2×3 rectangle; just remember to keep the stairs in the middle on each side. You will need to connect at alternate ends of the staircase on alternate levels though. I may have misremembered but I think Folktails do use berries to make medicine. If you do try to build a badwater aqueduct, you can still avoid needing medicine by only building during droughts (delete the path ten steps away to stop them building).
If someone is in this situation wants more water storage, they should build dams in the double deep part of the river, that is much more storage than a medium tank.
Finish the aqueduct that's half built for the badwater.
If you put the stairs in the gap (center them) you could then build a whole new triple level of houses in the back

Need to divert badtide over the side of map. Work on levees & dams up high. Water will become badwater.
