I think both are doing it but differently, like Zer0 makes the biggest decisions and the majority of them while Hal makes random calls when he thinks he is right. Its a good balance and its working better than when they played with Gen, because not allowing Hal to make some calls its a wasted potential.
Now, for Finals I dont know if Hal is IGL more than before.
