Q2:- because the droplets of water are in rest due to inertia of rest so when wet cloth is shaken it comes into motion but the water droplets still in rest so they fall off. 1st law of motion explains this.
Q 3 :- swimming is based on 3rd law of motion because when we swim we apply backward force on the water and it exerts forward force on us due to which we are able to move forward if you don't apply force you will drown
