YESSSS.The person who parked in front of the bins - the people put their bin to truck then took it inside NOB!.
Wow, I used to go to my local deli very often because the cook was fantastic. He left, and his replacement didn't like cheese. Half the time he would leave it off!!! Fortunately he was an a**hole in many other ways and wasn't there long.
I'm thinking the note on the car nowhere near the bins was probably moved to their car by whoever did park illegally in front of the bins.

The sign says "Fingerpainting"...yet your commentary says "Fingerprinting"......Your mistake is causing my passive-aggressive side to come out....!!!
