With respect, it doesn't sound like you've got a case against any of that. You are expected to just pay and be reimbursed if you are claiming to operate 2 separate businesses. And grant money sadly is just a case of you're lucky if you get it and they can take as much time as they like really. You're just incurring more cost you should just pay the 4k and get some back fighting tooth and nail
