Hurricanes form in the ocean. Moscow is nowhere near an ocean.

This seems more like a severe thunderstorm ⛈️ than a hurricane. As far north as Moscow is and as from from water, I would be surprised to learn this was a hurricane 🌀 like in the Caribbean.
