In August 2021, India banned 19 single-use plastic (SUP) items through an amendment to the Plastic Waste Management Rules, 2016. For the first time in the country, these selected items were also defined as “plastic items intended to be used once for the same purpose before being disposed of or recycled”
With this, India has joined a list of more than 170 countries that have already banned SUP. Single-use plastics may be unnecessary and problematic adding to the issue of plastic menace. Banning and implementing these bans on SUPs can contribute in addressing the issue of plastic pollution.
The Indian government prohibited the manufacture, import, stocking, distribution, sale, and use of 19 identified single-use plastic items, on the basis of utility, littering potential, application, and thickness of the plastic. This includes plastic cutlery, crockery, plastic carry bags of less than 120 microns, nonwoven carry bags of less than 75gsm, and plastic banners of less than 100 microns, apart from single use plastic cutlery like straws, spoons, knives and crockery like plates, cups and glasses.
However, we use many more single-use plastic items than the ones considered for the ban. For instance- mineral water bottles, beverage bottles, Tetrapacks, Multilayered packaging, etc. These items were not covered in the SUP ban imposed by the Ministry of Environment, Forest, and Climate Change (MoEFCC).
Moreover, the definition of Single-Use Plastic does not identify, acknowledge, or differentiate between problematic, unnecessary, and non-recyclable plastic.
One yardstick that should be considered for identifying plastics for the ban is the (non) recyclability of plastics. CSE has been advocating for banning non-recyclable plastic for the last 8 years. The question we are asking is- why do we allow the manufacturing of plastic that cannot be recycled and can only be sent to the dumpsites in our cities?

Plastic hair dye packaging is also a major problem in our area.
The biggest issue in terms of enforcement is that the State PCBs are terribly understaffed and do not have clear intention to penalise. Local bodies who are on the ground and who have the responsibility to manage the waste dont have adequate enforcement powers under the SWM and Plastic Waste Rules either. Other practical issues regarding enforcement is also not considered in the Rules or guidelines
I hope authorities stop playing politics in the name of SUP. Manufacturing of such items should be immediately stopped.
Manufacturing of single use plastics should be banned and implemented strictly. Implementation is lax. It must be implemented aggressively with heavy fines.

Good content delivery, it is very clear. Thank you for this video, now I know about CPCB and how to file a complaint.
It is very difficult to monitor and control use of SUP products. There are lakhs of retail vendors including street hawkers and how does the regulator, meaning government keep track and eliminate use of SUP by this sector. And the so called extended producers guarantee - is the authority concerned taking action to find out how far the producers are living upto their committment. This needs to be addressed by CSE. How about heavy penalty and penal punishment to producers failing in their duties? BBMP, Bengaluru announced a penalty of some thousands for those using SUP carry bags. We are yet to see a single prosecution.
One welcome initiative by small industries, even cottage industries is producing plates, cups, spoons etc from arecanut fronds(?). This sector should be encouraged by funding, technical support etc. all the southern states have arecanut gardens besides Assam and north east states. Some investigation by CSE will be appreciated.

Just curious, if we increase use of bamboo then more bamboo trees will cut, again creating problems? Paper is already problem due to tree cutting...
