IELTS is not mandatory but quiet a number of pathways require the IELTS CERT. I suggest you have it handy to avoid missing out of opportunities.

A certification is required, either trade or apprenticeship

2. I can get a trade certificate from my local government secretariat however, please how can I get proof that I have worked as a tailor for more than one year without me having a paid work slip, letter of reference from supervisors, employment contract, etc.

Yes you do need IELTS.
Did you learn the skill before being self employed? if yes, you can get some documents from your supervisor.
