It’s a pretty logical move from Akane’s standpoint too. He doesn’t know Nene can see supernaturals, therefore he can assume she would just freak out (and maybe even help spread a rumor). He knows Kou can see supernaturals from Teru. He doesn’t know Hanako is there (yet). In a split second his target was the chandelier and Kou, not Aoi, Nene, or Hanako, since the clocks only appeared above them. If his target had been the entire auditorium, it might’ve been a different outcome, but he wouldn’t, since Aoi would be frozen too and it would be hard to move her out of danger without looking bizarre.
I don't think it's because they're supernaturals, because in the Severance arc, Akane used the time freeze on all of the supernaturals around Aoi, who was surrounded by them, and it froze them, another instance is of the same arc, Akane attempted to use the time freeze on Hakubo (a.k.a. No.6), however, Hakubo attacks him before he could finish the clock ticking (the clock ticking happens just before time stops). I think the reason they didn't get frozen was that 1. He needs to see who he's trying to freeze, in this case, Akane was wearing the glasses that prevents him from seeing a supernatural, in this case, Hanako, 2 It could be that he was suspicious of Nene, because someone who is a regular human like her, having a possible connection to supernatural sounds suspicious, that's why she probably was not frozen. I mean, considering she talks by herself sometimes is very odd already. While Kou was frozen because he's an exorcist, and Akane is very familiar with them because Teru literally abuses his exorcist power on him, that's why he just froze him there. Or maybe it's just that the time freeze has an area of reach, wherein Nene and Hanako was it frozen because they were staying in one place, while Kou was getting ready to go in and save Aoi, he might have gotten caught by the time freeze radius.
1:14-1:18 Hanako is so badass in this scene . Also the graphics used in the time stop moment 1:47 the Tbhk artstyle become more detail than that of season 1
