Unfortunately, this is the setup now (probably due to recent NEOM regulations because few years back prior to NEOM developments around Tabuk, access to this site used to be free). But now, we are paying the agency for liability because all of you will be under their liability the entire time that you are there. Another advantage of this new setup is that you get to enjoy the magnificence of the place all to yourselves. It is really worth it! My advice to you is to gather a group (around 15 persons) in order to split the fee among yourselves to make it less burdensome.
