Your weapon is obviously hacked in. Nothing will have 7777 exactly for several stats. Actually pretty sure it’s impossible to get 7777 for any stat besides damage from one item.

That person is using local, thus there are no consequences for Ranked, assuming he has not used any of those items in that mode. Judging from the weapon and accessories, I'm more than sure it's a thing from some mod maps, which, for local and Open, are allowed. Re-read your statements before making assumptions and attacking anyone.
