first unplug 4 pin connector check fan is spin up or not...
if not...problem coming from VRM section. check every component of VRM section... you will find a short component and also check 4 pin conector...
if yes check full motherboard... there you will find a short component.. find it and replace it... thank you

Thank you for a very clear visual demonstration. I will get a tester and find the short and have a nice good working PC once again, and report back here after completion or otherwise. Even though the audio was in your language, it was fine thanks to the English subtitles. It was clear by your careful video and careful testing action how we may solve this problem. Thank you as I have seen no other clear demonstration of the issue and solution. The english comment subtitle said a short in the mosfet. My laptop model HP8470p. at first it was running in a good condition. After shutting ti down when i turn it on back the LEDs on and the cooling fan continuously running with maximum speed. No display and nothing is happening in the Laptop. Just fan running and LEDs on. What is the problem and what is the solution??????? Need to know. Please ans me.
Sir mera motherboard power switch on krne par automatic turn on and off hojata hai. Aisi hi hote rahta hai. Constantly on and off fan cpu power on of button me vontage 3v then 0 then 3v then 0 aise hi voltage aati hai. Means voltage on of hori hai

Removing all power cords from mobo and reinstalling it solved problem for me, also check for cpu thermal paste and loose heatsink.

One try your 4 pin cpu connector is the wrong way - if there are 2 try both on the PSU.

Sir may i know if your shop is in Delhi NCR? If not, can you please tell any reliable contact/shop in Delhi/NCR as i need to get my system repaired. We are facing the same problem. But only difference is the CPU runs 1 out of 10 attempts and that too for 3-4 seconds. Else it doesn;t boot at all.
