As far as securing it to the anvil I should say it's a common way of securing tools in the Hardly hole. But for its function, Imagine a metal cup that you want to work on its wall from inside, obviously you can't hit it with your hammer because there's not enough room for your hammer. That's where you need a tool like this. Usually it's called Snarling Iron.
