Even though this is technically within the Laws of the Game, this is poor game management on the part of the CR. The clock is stopped, so there's no urgency to restart the game. If the team in dark jerseys excessively celebrates or they delay the restart, then issue a yellow card. But don't pull off a "gotcha" moment like this.
