I´m not sure why they are referring to it though, maybe since they say: "Straining their ears at the waters edge", maybe it indicates this "committee" is secluded (the water being a metaphor that somethings blocking), and the water itself is undine. The one who jilted undine might have tried to cross the water, and died.
